In order to get connected to a computer network, a computer must have an IP address. Each computer in the internet has an unique IP address to identify himself. This IP address can be allocated staticly or dynamic depending on your actual network setup. When a computer in the internet wants to send data to another computer, like an e-mail message, it must have an IP address allocated. Usually an IP address is represented like four number groups separated by an dot. E.g. 10.221.73.1 or 221.154.107.10.
